Admiral Kizaru
Pika-Pika no Mi.
The power and speed of light itself. All of which became utilized by a navy Admiral by the name of Borsalino Kizaru. Do not let his breezy and aloof personality fool you, as Kizaru is more than formidable on the battlefield. Using his seemingly aloof personality to quietly observe the world and situation around him, he makes up for this slowness by utilizing his Devil Fruit, which can for one near-instantly teleport him to his targets. Additionally, he can summon fourth light as both projectile energy-based attacks, as well as energy based melee weapons from swords to his own body. Due to his status as a Devil Fruit of a Logia type, his mere presence is both a terror and a threat to those whom would stand against the World Government.
But despite his power and potential to do great harm, Kizaru is in fact one of the more laid back officers in the upper echelon. His morals and sense of justice are in fact questionable from strictly following orders to hanging back and being more lenient in a given situation.
