Notorious and feared by pirates, adored and respected by civilians, Captain, and later Vice Admiral Smoker was a tall, imposing, muscular specialist in the Marines. His task, first and foremost was to uphold the peace of the world by combating the ever-growing pirate threat within their various territories. And to this end, Smoker was honor-bound to obey this. However, that loyalty only went so far, as while he was a staunch upholder of peace and justice, he was for innocent civilians. To this end, Smoker often rebelled against his superiors and often quarreled with those in the upper echelon with their varying degrees of morality. As unlike them, he was one of the few with an actual sense of honor.
While incredibly gruff and serious, Smoker can come off as a total cynic to most. Even while he protects those around him, there are quite a few civilians whom would fear even being in his presence. Of course, to an average underling or civilian, Smoker is actually gentle, so as long as no one disturbs his sense of peace or obstruct actual justice from happening. To those of the latter sense, will soon realize the full might of his irritability and aggression, especially if such antics persist.
Of course while he will always see pirates and lowlifes as the scum they tend to be, and even some allies as threats to global security, he has had encounters with some pirates whom were cut from a different cloth. In one example, while observing the political and military strife of one country, Smoker came head-to-head with a band of pirates he had been tailing for some time, only to see that rather than partaking in actually harming civilians and taking advantage of the civil war to their own end; these pirates had actually saved a princess in distress, while also taking down a pirate lord, whom while seen as a hero to many, was in fact nothing more than a mob-boss style criminal, whom nearly shifted the entire stability of the land and world into his favor. In the end, while he had every oppertunity to capture those pirates responsible for saving this kingdom, he in fact refused, allowing them a chance to escape, if only for a one-time deal, in gratitude for their efforts.
